Manager's Message - September 2016

On August 10, 2016, the first Red Gate engine synchronized with the ERCOT electric grid. This activity represented the completion of a major milestone in a long, difficult, and at times frustrating process. The following timeline illustrates the project milestones:


August 2011 The need for additional generation resources was Identified and the initial project screening process began.
March–June 2012 Project Development Schedule prepared and presented to the Board for approval. Purchase of the Red Gate site approved by the Board.
October-December 2012 Equipment Specifications developed and sent to qualified bidders. Bids received and presented to the Board for approval. Equipment Supply contract negotiated and approved by the Board. Generation Interconnect request prepared and submitted to ERCOT.
January 2013 Greenhouse Gas Permit Application submitted to EPA.
March-June 2013 Engineer-Procure-Construct (EPC) bids received, evaluated, and presented to the Board for approval. EPC Contract awarded.
August 2013 Engines tested at factory in Italy.
December 2013 PSD Permit Issued.
August 2014 Site preparation begins.
September 2014 Engines by ship at Port Isabel.
October 2014 Natural Gas Transportation Contracts signed.
March 2015 Greenhouse Gas PSD Permit Received and Plant construction began.
April 2016 First fire of engines.
June 2016 Plant construction completed.
August 2016 Electrical Interconnection completed and first synchronization.
September 2016 Plant enters commercial operation.

What is missing from the timeline above is all of the effort that went into accomplishing each of the milestones: reviewing proposals; coordinating the efforts of attorneys and  consultants; responding to requests for information and questions associated with permit applications; review of applicable regulations; cost analysis; report preparation and  presentations; etc.

It is a testament to the efforts and endurance of John Packard and his staff that they never lost sight of the end goal, which was to construct a generation resource that would serve the needs of STEC’s members at the lowest evaluated cost for many years into the future. The ultimate success of the endeavor is close at hand as we estimate that Red Gate Power Plant will enter commercial operation within the next 30 days.
